justify\"\u003e自2019年入职西南某公办大专后，林清河工作日的时间被泾渭分明地切割为两部分。\u003c/p\u003e\u003cp style=\"text-align: justify\"\u003e白天，除上课外，他大部分时间坐在学校人事处的办公室里，负责资料统计、收集报表、通知发布、人事档案整理等细碎的行政工作。到了晚上，才有时间着手备课、写论文、准备教学比赛等。\u003c/p\u003e\u003cp style=\"text-align: justify\"\u003e林清河告诉南方周末记者，由于学校编制收紧，硕士学历的新进专任教师要“双肩挑”，既要在行政部门坐班2年，也要承担教育教学工作。由于没有找到合适的人接手，林清河额外多做了一年的行政工作。\u003c/p\u003e\u003cp style=\"text-align: justify\"\u003e近年来，教师坐班制在高校呈现扩散趋势，上海理工大学机械工程学院、宿迁职业技术学院、中国计量大学碳计量学院、长春人文学院等多所高校已陆续推行教师坐班制。\u003c/p\u003e\u003cp style=\"text-align: justify\"\u003e据南方周末记者梳理，相较于“双一流”高校，采取教师“坐班制”的更多是民办高校、专科院校与“双非”（即非985非211）院校。\u003c/p\u003e\u003cp style=\"text-align: justify\"\u003e多位受访者反馈，高校推行教师坐班制，容易滑入两个极端，一方面是教师在岗期间需同时承担教学、科研、行政等工作，工作负荷高，另一方面则是陷入无所事事的低效状态。\u003c/p\u003e\u003ch4\u003e\u003c!--AIPOS_0--\u003e“我不是专职行政人员”\u003c/h4\u003e\u003cp style=\"text-align: justify\"\u003e即便过去了6年，林清河仍清晰地记得当初刚刚在人事处坐班的情景，前辈“甩手不干”，只留下相关资料，他只能挨个查看、了解相关工作流程和内容。\u003c/p\u003e\u003cp style=\"text-align: justify\"\u003e很快，他就熟悉了这份行政工作。即便每周的课时减半，他仍然感觉不轻松。他说，在部门、学院领导的眼里，他既是全职的行政人员，又是全职的任课教师，工作强度“一点都没有打折扣的”。\u003c/p\u003e\u003cp style=\"text-align: justify\"\u003e部门领导找他要材料总会不分时间、场合。他记得，有一次晚上八九点钟，领导找他要近三年引入教授、博士的数据，并写成报告形式。有时，他会态度强硬地告诉对方：“我不是专职行政人员，同时还是教师，有自己的备课和教学任务。”\u003c/p\u003e\u003cp style=\"text-align: justify\"\u003e根据公开信息，坐班的要求因校而异，所面向的教师群体并不相同。例如，上海理工大学机械工程学院规定，新进青年教师在培养期内参照行政人员作息坐班；湖南工学院商学院则将45岁以下中青年教师纳入坐班范围，并实行分类分层管理；武汉学院自2023年起，对全体教职工统一实行坐班制。\u003c!--MID_AD_0--\u003e\u003c!--EOP_0--\u003e\u003c/p\u003e\u003c!--PARAGRAPH_0--\u003e\u003cp style=\"text-align: justify\"\u003e南方周末记者拨打了多个推行坐班制的学校或学院，询问其缘由，其中长春人文学院人事处仅回复为“学校要求”。\u003c/p\u003e\u003cp style=\"text-align: justify\"\u003e目前采取教师“坐班制”的多为民办高校、专科院校与“双非”院校。浙江师范大学教师教育研究所所长、教授蔡连玉长期研究高等教育治理。他认为，这类高校大多以培养应用型人才为核心，除日常上课外，教师还会参与教学实训指导、课后答疑等工作，因此坐班制度除保障教学服务时长外，还有一定的现实价值。\u003c!--MID_AD_1--\u003e\u003c!--EOP_1--\u003e\u003c/p\u003e\u003c!--PARAGRAPH_1--\u003e\u003cp justify\"\u003e一位长期研究高等教育的专家告诉南方周末记者，相较于“双一流”高校，一些在高等教育体系中办学层次与水平都比较靠后的高校，正面临财务吃紧的问题，再加上用人成本增加，为了降本增效与便于管理而推出了坐班制。\u003c/p\u003e\u003ch4\u003e\u003c!--AIPOS_1--\u003e“第二轮班”成了常态\u003c/h4\u003e\u003cp style=\"text-align: justify\"\u003e坐班时，林清河尝试过在白天空闲时备课，但一旦被领导注意，便立马被问：“文件是否弄完了？”“现在工作是什么情况？”让林清河印象很深的是，和他一起入职的同事常常会在下课铃声响起的那一刻收到领导的电话，要求他立即处理相关工作。\u003c/p\u003e\u003cp style=\"text-align: justify\"\u003e于是，回家后开启“第二轮班”成了常态。坐班期间，为了评选讲师，他参加了一个省级教学比赛，连续一个月工作到凌晨两三点。他坦言，来到这所高校时，已有过在中学任教9年的经验，但仍感到吃力，其他新老师要花费的精力可能更大。“一起进来的有4个老师，有2个都走了。”他说。\u003c!--MID_AD_2--\u003e\u003c!--EOP_2--\u003e\u003c/p\u003e\u003c!--PARAGRAPH_2--\u003e\u003cp style=\"text-align: justify\"\u003e张明月是华北某高校的专任老师，2022年刚入职时，因为行政人员缺乏，被以“临时科员”的身份分配到学院的教学教务处工作了一年。\u003c/p\u003e\u003cp style=\"text-align: justify\"\u003e对于新引进的博士，三年的考核期像一座大山一样压在身上。学校对其的考核标准是在三年内发表两篇C刊论文，或者是主持立项国家级课题，如果没有完成考核任务，待遇就会打折扣。对张明月而言，第一年更像是“科研空窗期”。她想要挤出时间做科研，但精力总会被行政事务分散。因此，考核压力更多压到了第二年、第三年，她坦言：“这对文科教师来说，难度较大。”\u003c!--MID_AD_3--\u003e\u003c!--EOP_3--\u003e\u003c/p\u003e\u003c!--PARAGRAPH_3--\u003e\u003cp justify\"\u003e相较于考核压力，张明月在坐班期间对自己的身份产生了动摇。教学教务的工作需要和老师、学生打交道，常常面临“左右为难”的事情，“有时候不知道自己算不算老师”。部分老教师对排课不满，不敢找主任抱怨，就会质问她：“你是不是故意这样针对我？”“如果你不改，我就告到院长那里。”张明月寻求过部门主任的意见，主任告诉她：“他们是拿新人撒气。”\u003c!--MID_AD_4--\u003e\u003c!--EOP_4--\u003e\u003c/p\u003e\u003c!--PARAGRAPH_4--\u003e\u003cp style=\"text-align: justify\"\u003e每日在办公室重复地迎来送往，让她产生“像服务员一样”的错觉。张明月回忆，她那时每天要对进入办公室的老师露出笑脸，并不断重复说着“老师你好，老师再见”。后来，她和坐班的其他同事聊过，发现每个人都因为行政事务有过崩溃的瞬间。\u003c/p\u003e\u003cp style=\"text-align: justify\"\u003e直到第二年新进教师接手了她的工作，张明月才终于从身份的迷茫中解脱出来，“感觉正式落地了”。\u003c/p\u003e\u003cp style=\"text-align: justify\"\u003e张明月分析，新博士坐班的原因可能与学校缩减事业编制、清退劳务派遣有关。她说：“如果要想给大学老师减负，还是要完善行政体系。”\u003c/p\u003e\u003ch4\u003e\u003c!--AIPOS_2--\u003e不能一刀切\u003c/h4\u003e\u003cp style=\"text-align: justify\"\u003e虞秋是山东某高校的思政老师，直到12月初，她才结束坐班。她告诉南方周末记者，坐班期间较为轻松，“没什么事要做”。由于和同事错开上课时间，加之学院教研活动的缺失，她和同事也没有什么交流。她表示，这份工作并未给她带来太多成长，“有时候觉得没有什么意义”。\u003c/p\u003e\u003cp style=\"text-align: justify\"\u003e在她看来，学校的管理方式更接近“公司化”，少了一些人情味。入职时，没有人解释坐班的缘由，“我们只能接受。”她说。即便她和其他老师普遍认为，一天打卡4次的次数过多，但也未反馈过，“因为不知道找谁反馈”。\u003c/p\u003e\u003cp style=\"text-align: justify\"\u003e部分院校也在探索更为柔性的坐班制度。湖南工学院商学院在2023年推出青年教师坐班制度，并依托学院现有博士工作室、科研基地和专业教研室，建立青年人才成长助力站。进入“成长站”的教师，在集体坐班期间开展有组织学习和科研活动，推进学术沙龙等活动。\u003c/p\u003e\u003cp style=\"text-align: justify\"\u003e一名不愿具名的老师向南方周末记者透露，学院本意是为了在科研与教师交通沟通之间寻找一个平衡点，给青年教师营造良好的学术氛围。但据他了解，制度并未推行，“如果老师不愿意，他们也没有勉强”。\u003c/p\u003e\u003cp style=\"text-align: justify\"\u003e“高校坐班制不能一刀切，应分类施策、按需设计这一制度。”蔡连玉认为，任何高校管理举措都应该立足学习规律与人才培养的本质，在规范与活力之间形成一种平衡。\u003c/p\u003e\u003cp\u003e\u003cspan style=\"color: rgb(186, 16, 16)\"\u003e•
